解放战争时期中共的灾荒救治工作述评

解放战争时期,受天灾人祸的影响,解放区普遍出现了严重的灾荒,中共中央十分重视,领导解放区军民在积极进行解放战争的同时,采取了一系列切实可行的措施,大力开展救荒工作。在临灾救济方面,主要实施急赈、防治疫病、节约度荒等紧急措施;在生产自救方面,主要采取抢种补种农作物、大力发展副业生产等积极办法。这些措施之所以能够有效地遏制灾荒的发展,其原因在于中国共产党领导、组织得力,注意对群众进行宣传教育,并及时调整土改政策。

A Review on the CPC''''s Efforts to Relieve Disasters and Cure Famine in the Period of Liberation War(1945-1949)

During the Liberation War of China,due to the natural and man-made reasons,there was a serious famine in the liberated areas.The Central Committee of the CPC attached importance to curing it seriously and took a series of practical and feasible measures to relieve disaster and cure famine while carrying on the war of liberation positively,such as implementing the emergency relief,preventing and controlling epidemic disease,overcoming the crisis by production and so on,which prevented famines from deteriorating. The reason for success was that the CPC had effective leadership and organization,paid attention to educating people in the liberated areas,and adjusted some policies in some aspects.
