农村教育在建设“新农村”过程中将大有所为。这种“有为”应贯穿于高等农业教育、中等农业职业教育、农村中小学基础教育等农村教育的诸环节中。要使农村教育真正“有为”,政府必须兑现其经费投资承诺,真正实现农村九年制全免费义务教育,并在资源分配、教师待遇、教育机会上公平地对待农村教育。
