| 摘 要： | 基因技术是一把双刃剑，其社会效应是两面的，要想使之做到扬利避害，造福人类，促进人的全面发展，就必须建立相应的法律和伦理体系，使基因技术与基因法律、伦理三者之间保持必要的张力，并处于良性互动状态。
