事业单位非编制人员人事代理制度探究

摘    要:当前国内事业单位存在多种用工机制,非编制人员使用和管理逐渐成为一项重要课题.其中,以高校为例的事业单位非编制人员人事代理制度即具有较为普遍和突出的代表意义.结合高校人事工作实际,就高校运用非编制人事代理制度促进人力资源优化配置工作的优势与问题,进行建设性探究,对于高校事业单位用人体制改革具有积极意义.

Abstract:The current domestic institutions exist a variety of employment mechanism,use and management the non-establishment of person has gradually become an important topic.Among them,take college as an example to the institutions of the staffing of personnel agent system is more common and prominent representative significance.Combined with practical work in university person,using the compilation of personnel agency system to promote the optimal allocation of human resources the advantages and problems,construction of the institutions,employing system reform has positive significance.
