公共危机协作治理的制度设计

自20世纪90年代治理理论提出之后,危机治理便日益成为学术研究的一个重要领域。治理的实质即协作,文章在分析公共危机协作治理的理论支撑和现实支撑之前提下,进一步从制度这个根本探讨了公共危机治理的合作困境,并就公共危机协作治理的制度设计提出了几点对策性的建议。

The System Design for Cooperative Governance of Public Crisis

Since 90s of the 20th century,the theory of governance was put forward,crisis governance will increasingly become an important field of academic research.Collaboration is the essence of governance,under the premise of analysing the theory and practical support for collaborative governance of public crisis,this article further explores the plight of cooperation form the fundamental angle of system,and then suggest several recommendable propositios.
