美国自由土地制度述论

“自由土地制度”在美国历史上占有十分重要的地位。它涉及到两种不同土地处理思想的矛盾和斗争,即土地的处理究竟是以土地的开发为主,拟或以增加财政收入为主。在美国建国以后,自由土地问题折射出美国南部与北部、西部与东部各不同区域和政治利益集团之间的矛盾和冲突。以1862年《宅地农场法》的通过为标志,美国的自由土地制度最终确立。自由土地制度对美国西部的开发起到了巨大的促进作用。

On the Free Land System of the Unitad States of America

The "Free Land System"occupies a very important place in American history.It involved contradiction and struggle of two different thoughts of land disposing,that is,whether land disposing gives priority to land davelopment or intends to give priority to increase state revenue.After the founding of the United States of America,the free land problem also reflected contradiction and clash between various regions and political interest groups in the South and the North,in the West and the East.The passing of the Home-Stead Act in 1862 symbolized the final establishment of free land system in the United States.Free land system played a big part in promoting the development of the West of the united states.
