摘    要:高等学校人力资源的开发与管理地位越来越突出,"以人为本"、"教师为本"的新的人力资源开发理念正逐步形成。通过分析湘鄂渝黔边区高校人力资源管理中存在的数量不足、质量不高、结构不良、分布不均等问题和成因,从理念、体制、环境和结构等方面提出了相应的对策。
