农村医疗保障制度改革研究

探讨了建立和完善农村医疗保障制度的重要意义。阐述了农民医疗保障的现状及存在的问题,进一步提出了通过继续推进和完善新型农村合作医疗制度,发展多层次、多形式、多类型的医疗保障运作模式,对医疗机构进行改革,培训高素质、稳定的农村医护人员,疏通医药流通渠道等途径来建立和完善农村医疗保障制度。

Study of the Reform of Rural Medical Guarantee System

This thesis points out that the market reform of medical and health system and disintegration of rural cooperative medical service make the peasants lose their basic medical guarantee. Problems, like, low investment of the local government, inefficiency of medical institution and the shortage of professional technical staff, and so on, exist everywhere in rural areas. In order to change the present situation of rural medical guarantee, vigorous countermeasures should be taken to continuously expand and perfect new type of cooperative medical service system, develop multilevel medical guarantee system and find medicine circulation channels.
