| 摘 要： | 创新是目前学术界比较关注的热点问题之一。创新是发展的灵魂,是个人全面发展与社会全面进步,不仅仅是经济增长。创新不仅仅是科技创新,而是思想观念与体制机制的创新,是全面系统的创新,其主体不是企业,而是政府。创新型烟台建设任重道远,前途光明。

| Abstract: | At present,innovation is one of the hot points concerned by the academia.Innovation is the soul of development,the integrated development of individuals and integrated progress of the society besides economic growth.Innovation is not only technological innovation,but also the innovations of concept,system and integrated system.Its main body is the government instead of enterprises.Innovative Yantai construction shoulders heavy responsibilities and has a brilliant future. |
