电大教育改革中的制度创新及其途径

电大教育只有在不断的创新中才能求得发展,而创新离不开制度的保证。要确保电大教育改革沿着健康的轨道发展,必须注重和加强电大教育的制度创新。正确认识制度创新在电大教育改革中的地位和作用;通过立法,充分发挥政府、学校和个人在制度创新中的主体作用,把人才培养模式改革和开放教育试点作为制度创新的突破口,“以人为本”作为制度创新的基础,全面深化电大教育的改革。

The System Innovation and Its Ways in the Reform of the Education in RTV Universities

Only through the continuous innovation can the RTV universities education makes a sustainable development. And the system is the guarantee of the innovation. In order to keep the reform of the education in RTV universities forward in a healthy way, we must enhance the system innovation and have a clear and correct understanding on its status and function in the reform. We should fully develop the initiatives of the government, schools and individuals in the system innovation through legislation, and take the personnel training model and open education trial as a breakthrough, "people-orientation" as the base to deepen the reform of the education in RTV universities.
