设立甘青川藏族经济开发区的构想

加快藏区的发展是新世纪我国必须面对的重大课题之一,从甘青川藏区发展对整个藏区发展的影响来看,藏区的开发应实施非均衡发展战略,优先发展藏族经济核心地区,建立内地与藏区经济有效交流传承的平台。具体而言,应对区位与资源条件优越、藏汉交流便捷和经济基础较好的合作市优先开发,通过实施合适藏民族地区特点的优惠政策,使合作市尽快成长为甘青川藏区经济发展的“增长极”,通过它御接内地、辐射藏区的特殊地缘化优势,带动甘青川藏区的发展,为省际边缘民族地区的开发和整个藏区的发展作出应有的贡献。

Establishing the Gansu-Qinghai-Sichuan Economic Development Zone in the Tibetan-inhabited Areas

How to speed up the development of the Tibetan inhabited areas is an important question for study which our country is faced with in the new century.Looked at from the influence of the development of the Tibetan inhabited areas in Gansu,Qinghai and Sichuan on the Tibetan inhabited areas as a whole,an imbalanced development strategy should be implemented in developing the Tibetan inhabited areas,giving priority to the economic development of those central Tibetan inhabited areas,and setting up the terrace where effective economic exchanges and undertakings would be carried out between the hinterland and the Tibetan inhabited areas.To be specific,priority in the development should be given to those co operative towns or cities which are in an advantageous position of an area and are rich in resources,and which are convenient for the Zang and the Han people to exchange between them and lay down a better economic foundation.And a favourable policy suitable to the peculiar condition existent in the Tibetan inhabited areas should be practised so that those co operative towns or cities would be made,as soon as possible,into the"growth point",through which to link the inland,radiate the geocultural advantages of these areas,and bring along the econmic development of the areas in Gansu,Qinghai and Sichuan,so as to make what contribution it has to do to the development of the interprovincial boder districts of the nationalities and the Tibetan inhabited areas as a whole.
