试论我国科技宏观结构的调整

我国科技宏观结构的调整始于８０年代中期，由于经济结构调整滞后，科技结构调整没有到位。随着经济结构和高教结构的调整，科技结构调整面临新的机遇和挑战。政府科技机构进入企业和高校、科技机构自身联合将是科技宏观结构调整的必由之路。政府在科技宏观结构调整中起主导作用，同时也要发挥市场的作用。

Readjustment of the macros tructure of Chinas S&D system

Abstract In the mid-1980s, China started readjusting the macrostruchre of its S&D system.Because the pace of the on-going reform drive of the national economy lags behind that of the S&T system reshuffle,the institutional reform of our S&T system fails to achieve the expected results.Now the reform on economic structure and higher learning system across the land provides new opportunities and challenges for the success in reshaping S&T macrostructure and govemmental departments in charge of S&T administration work hand in hand with business entities and collegiate communities. According to the author of this paper, it is absohute necessary to introduce organizational mergers and other steps and both the government and the market can play a key role in the move.
