公权力的异化及其控制

公权力是国家的主要象征，也是国家一切职能活动的根本前提。如果公权力偏离公共利益这个目标，就是权力异化。构建社会主义和谐社会，必须有效防止和控制公权力的异化，使公权力与私权利保持有机的和谐。防止和控制权力异化要做到：理念上自觉厘清公权力的行使边界；对权力实行合理的分工和制衡；完善监督的网络体系建设；对权力的合法性和运行程序进行事前控制；培育市民社会，以权利制约权力；加强阳光政府建设，提高公权力运作的透明度；发展与重视“第三部门”的作用，柔化行政权力；加强责任制度建设，以责任制约权力。
