| 摘 要： | 首先介绍了高等教育的宏观管理体制在各国的发展趋势，并且分析了我国从50年代以来高校管理体制虽历经多次变革但仍然存在种种弊端，然后根据我国国情为我国的高校管理体制的改革提出目标，并围绕这一目标提出改革的设想。 |

| Abstract: | Introduced first in the paper is the tendency of development of macro-management system in higher education in various countries. In China, although many changes have taken place in the management system of higher learning institutions since 1950s, malpractice remains. In view of this situation and the national conditions in China, a number of proposals are put forward in terms of further reforms. |
