| 摘 要： | 加快由“管理型政府”向“服务型政府”的转变，是构建和谐社会的重要体制保障。善治是一种立足于公民社会，探究治理主体（主要是政府）建构一个什么样组织、选择什么样的制度以及如何最大效能地提供最好公共产品和最优公共服务以实现公共利益最大化的行政模式。我国的服务型政府建设正是为了实现我国的善治，而我国的善治在当今必须通过服务型政府的建设来实现。
