我国城市化加速发展时期的土地问题

当前我国正处在城市化加快发展的阶段,不可避免地要占用大量土地。这就提出了一个在有限土地资源的情况下推进城市化的问题。针对我国当前城市化进程中土地利用中存在的主要问题,需要制定科学合理的土地利用总体规划,统筹协调各类专项规划;完善建设用地指标标准,加强建设用地指标管理;建立和完善集约用地的利益约束机制;加快土地置换进度。正确处理当前发展和可持续发展的关系,珍惜和合理利用每一寸土地,实现土地资源的合理配置,推进我国城市化进程。

The Issue of Land in Our Accelerating Urbanization

Now we are in the stage of accelerating urbanization wich will inevitably occupy a vast amount of land.And we are also facing the issue of how to push forward our urbanization with limited land resources.The author suggests that we should take the following measures: working out scientific and reasonable general land-exploitation blueprint;improving the index standard of constructed land and enforcing the management of constructed land index;establishing and perfecting the interest-binding mechanism of intensive use of land;speeding up the process of land-replacement and cherishing and rationally exploiting each inch of land.So we should handle the relations between present growth and sustainable develepment,make use of land,and advance the process of urbanizaton.
