| 摘 要： | 基础教育均衡发展理念与策略的提出，引起了社会的高度重视与普遍关注。基础教育要均衡发展，必须用“公平优先、兼顾效率”这一根本原则来指导，才能克服实践中的种种矛盾与困难，推进基础教育真正实现均衡发展。

| Abstract: | The belief and tactics of the balanced development of the basic education have aroused that the society attaches great importance to it and pays widespread attention to it. If we will realize the balanced development of the basic education, we must use the cardinal principle that equity priority and efficiency consideration to guide the development. Only doing like this, we can surmount the varieties of contradictions and difficulties, and carry forward the basic education to realize truly the balanced development. |
