湖南省学前教育发展的现状与建议

本研究采用问卷调查和访谈相结合的方法,对代表湖南不同经济发展水平的6个地区共85所幼儿园进行了调查,同时结合相关统计数据,发现湖南省学前教育在过去的5年里经过长足发展,已建立起了基本满足城乡需要的幼儿教育体系,园所数量增加较快,2009年3～6岁幼儿毛入园率平均达到66.3%,较5年前提高了30个百分点;示范园和中心园建设取得较好的成绩;办园主体日益多元化,民间资本投入学前教育的热情较高,但与此同时也暴露了一些较为严重的问题,如幼儿园发展不均衡,学前教育公平难以实现,政府对民办园的管理缺失或不到位,导致在数量上占绝对优势的民办园普遍质量不高;各地还普遍缺乏0～3岁早期教育服务机构,政府对0～3岁早期教育也缺少关注和重视.为促进湖南省学前教育事业今后健康可持续发展,各地市县政府应加强当地学前教育规划,加强对学前教育的管理,建立严格的审批准入制度与办园质量监控体系;重视农村学前教育的发展,努力实现学前教育公平;逐渐推进0～3岁早期教育服务体系的建设,努力实现全省0～3岁早期教育与3～6岁幼儿教育的一体化.

Research on the Present Situation of Hunan Preschool Education's Development
