| Abstract: | This paper elaborates the significance of free opening of public library and analyses the problems existing in management and service after the library opens to the public for free.And based on the reality,it gives solutions to these problems by optimizing management,enhancing service,expanding the publicity,and establishing mechanisms for guaranteeing funds. |
