| Abstract: | The development of social polities has its own oper ation system. Corresponding with the double-track operating system of economy i n our nation is that of politics, which is the inevitable consequence of the ref orm of political system. The prominent pecularities of the new operating system are the organic combination and unity of democracy and centralization, and demo cracy and legality. |
