基于利益相关者的大学质量管理机制创新研究

经济学中的利益相关者理论已经成为文化事业领域的一种组织原则与分析框架。利益相关者理论可依据参与性、权力性、合法性和紧迫性四个属性,把大学教育质量管理的利益相关者分成直接、间接和外围利益相关者三种类型;从各利益相关者的质量诉求出发,创新大学质量管理机制应从三个方面入手:建立多利益相关者参与的论证与决策机制,做好顶层设计;形成多元质量主体的分层体系,分担管理责任;构建自组织性、创新与生成性兼具的质量文化,实现文化规约的管理境界。

Study on the Innovational Mechanism in University Quality Management

The economics stakeholder theory has become organizing principle and analytical framework in the field of culture.In this paper,the quality management stakeholders of university were divided into direct,indirect,and external of the three types based on participation,power,legitimacy and urgency of the four properties from the perspective of stakeholder theory research.It was proposed that the innovational mechanism in quality management of university should consider the aspirations of the stakeholders and effort in three areas: establishing a decision making and argument mechanism participated by the multi-stakeholders;formatting the hierarchical system with multi-layered quality main;building the quality cultural with autonomy,innovation and generative.
