| 摘 要： | 实现民族独立和民主政治，既是近代中国历史发展的基本要求，也是中国政治近代化的前提和目标。蔡元培高举民族独立和民主自由的大旗，坚决反抗外来侵略，反对专制独裁，并为此作了不懈的斗争。
