论完善高校民主监督的有效性

完善高校民主监督对于促进高等教育的改革和发展具有重要意义。目前，影响高校民主监督成效的因素有客体、主体、监督机制和监督形式四个方面，我们要积极营造民主监督的氛围、加强监督主体的建设、建立和完善民主监督的制度和机制、创新民主监督的形式和手段，藉此完善高校民主监督的有效性。

The Effectiveness of the Improvement of Democratic Supervision in Institutions of Higher Learning

In Institutions of Higher Learning, the improvement of their democratic supervision is of great significance to their reform and development. At present, factors affecting its effectiveness in- clude four aspects of the supervision ： its subject, object, mechanism and type. A positive democratic supervision environment is expected to create to enhance the construction of supervision subject and im- prove the mechanism of democratic supervision. For institutions of higher learning, the type and means of democratic supervision are also supposed to be innovated in order to improve the effectiveness of democratic supervision.
