| 摘 要： | 少数民族地区由于经济发展相对滞后，贫困分布面广、程度深。对滇东少数民族贫困地区特别是古敢乡补掌村水族地区来说，地理位置偏僻，社会事业水平低，经济发展缓慢，基础设施落后，从自然条件、经济发展水平、思想观念、产业结构方面进行了分析，提出了加大基础设施建设、利用内外部力量进行扶贫、加大科技教育扶贫力度、培育区域优势产业等扶贫开发对策。

| Abstract: | The author analyzes the mainly reasons of poverty from natural conditions, economical development; thinking tradition; industrial configuration based on the case of Shui nationality regions of Buzhang village, Gugan town in Fuyuan county of East Yunnan. The author also puts forward the countermeasures for development-oriented poverty reduction in minority depressed area. |
