用贫困指数测度安徽农村贫困线

新形势下贫困线的测定应该具有相对、动态、多维的性质。贫困指数可以由三个维度和一些测量指标构成的三级指标体系计算出。采用调查研究方式，在安徽全省的农村地区采集个体样本数据，采用结构方程模型高阶因子分析技术检验贫困指数的指标体系，并计算出权重。首先利用该体系计算出每个个案的贫困指数；然后利用相对贫困线确定的比例法求出临界贫困指数，再根据已有数据拟合出人均年收入与贫困指数的回归方程；最后通过该方程即可求出贫困线。用贫困指数方法侧度贫困线有独特的优势，但也需要注意使用条件。

On the Countryside Poverty Line in Anhui Measured Through Poverty Index

Poverty has got relative, active and multi dimensional characteristics in the new situation. The poverty index could be computed by a three-level index system with three dimensions and some measuring items. Through survey, individual sample data were collected through all Anhui countryside areas. The poverty index system is checked through SEM higher order factor analysis technology, and weights of the system are computed. All items＇ poverty indexes are calculated, then critical poverty index is accounted by the way of proportional method according to the relative poverty line. The regression of poverty index and personal mean annual income are modeled based on observed data, and with the equation the poverty line is calculated. Poverty index method has its special advantage, but some conditions should be considered.
