| 摘 要： | 从1940年起，南京国民政府开始在内地各省推行保甲制，由于新疆情况特殊，直至1942年才开始实施。保甲制度在清查户口、维持社会治安、组织民众等方面发挥了一定的作用，同时也表明南京国民政府对新疆基层社会的控制更为严密。

| Abstract: | The Nanjing national government had started trying to carry out the tithing security system in every province of the inner land of China since 1940. Because of the special situation in Xinjiang, the system did not actually execute until 1942. The tithing security system played a certain role in checking registered permanent residence, maintaining the public security, organizing the people, and so on. And it also showed the Najing national government began to control the basic society in Xinjiang more strictly. |
