| 摘 要： | 目前许多地方的生态工业政策呈现为系统线性演化特征,这造成地方政府过度干预生态工业发展,尤其在生态工业园建设中,盲目投资、激进行为导致了工作的低效和浪费。之所以如此,原因在于人们没能充分认识到工业系统生态演化所具有的系统特征。其中,开放系统的耗散品质决定了工业生态化进程的非线性渐进演化特征。

| Abstract: | At present,the policies of ecological industry(EI) in many places show the system linear evolutional characteristics,which makes local government intervene to the development of EI excessively.Especially,the investing of government finance on EI projects blindly and other overanxious behaviors have resulted in inefficiency and waste.One important reason for this is that people have not been aware of the systematical 'dissipative structure characteristics' existing in EI process that leads to the non-linear gradually evolving of EI process. |
