| 摘 要： | 本文在综述相关理论的基础上，对研究与开发的回报度量问题作了深入分析，然后结合我国产业现状为政府制定现技术政策提出了几点建议，加大研究与开发的投入力度，为领先企业提供研发补贴，对后来居上企业的利润征税。

| Abstract: | On the basis of a detailed review of relevant theories, this paper makes a thorough study on the social return measurement of R&D. According to the practical situation, several policies are then given: increase funding of R&D, subsidize the R&D expenditures of industry leaders and tax the profits of new industry leaders. |
