地方政府作为失地农民社会保障责任主体的探索——以广州开发区作为研究对象

在城市化进程中，失地农民法定社会保障标准低，与其发展需求不相适应。地方政府可以充分发挥其能动作用，提高行政效能，灵活处理征地与保障的关系，利用经济和市场的手段为失地农民提供更好服务和较高社会保障。广州开发区在解决失地农民保障方面有独特的经验，其作为责任主体在失地农民社会保障方面发挥了积极作用。

On Local Government as Social Responsibility Body for Land- lost Farmers --Take Development Zone of Guangzhou as the Research Object

Urbanization has witnessed low minimum subsistence allowance of land-lost farmers and there is a gap between its rapid development and farmers＇ basic requirement. Therefore, the local government should make great effort to take full use of its functions and boost its administrative functions in respect of relationship balance between land acquisition and guarantee, providing better services and higher social guarantee. The Open Economic Zone in Guangzhou has set a good example for the local governments and can benefit our practice.
