| Abstract: | In the Great Revolution period,the systems of local party headquarters and local governments of the Kuomintang had three features:(1)Local governments were indirectly controlled by local party headquarters;(2)Local party headquarters and local governments were relatively independent of each other;(3)The power of local governments was bigger than that of local party headquarters. |
