| 摘 要： | 民主主义和种族主义的矛盾是贯穿美利坚民族发展史的基本民族问题。这一基本民族问题反映在美国少数民族教育立法领域的基本问题就是教育权利的斗争。少数民族教育权利问题在各个历史时期表现为具有阶段性特征的具体问题，诸如蓄奴制与少数民族教育权利，种族隔离与少数民族教育权利，优惠政策与“逆向歧视”等。

| Abstract: | The contradictory between democracy and racialism, one of the fundamental problems in American developmental history, presents the basic problem of educational rights in the whole course of American educational legislation for ethnic minorities. During different historical stages, the basic problem of educational rights presents concrete problems with different characteristics, such as slavishness and educational rights of ethnic minorities, separate and educational rights of ethnic minorities, and preferential treatment and "reverse discrimination". |
