| 摘 要： | 根据实地调研，煤矿塌陷已影响到无数人的居住和生计。塌陷区治理主体的缺失在很大程度上是由于政府角色的定位不清，行政角色盲目。因此，政府在塌陷区治理中应坚持“服务型政府”的服务理念，中央和地方共同实现角色的定位和转换。

| Abstract: | With the field research, the paper reveals the seriousness of coal mine collapse in resource - based cities ： coal mine collapse has affected countless people living and livelihoods. The main deficiencies of the subsidence area governance are largely due to the unclear position of the government and blind administration role of the government. Therefore, the government must adhere to the ＂service -oriented government＂ service concept during the gov ernance of the coal mine collapse. Both the central and local governments mutually achieve the position and the conversion of the role. |
