| 摘 要： | 以胡锦涛为总书记的党中央依据马克思主义哲学“总的量变过程中部分质变”的原理，在分析新世纪新阶段阶段性特征的基础上提出了科学发展观，这体现了马克思主义与时俱进的理论品质。科学发展观的每一个内容都可以在党的三代领导集体思想中找到理论渊源，同时又有新的理论提升。科学发展观是破解发展难题的强大理论武器，是全面建设小康社会的根本指针，是凝聚人心民意的强大精神力量。
