S: In the new normal of economic and social development, water resources problems have become a major bottleneck that prevents the sustainable development of China, such as water shortage, water pollution and water ecological, etc. The strictest water resources management system proposed is a strategic move to deal with water resources problems. The historical evolution of water resources management system at home and abroad is presented, the theory and practice research status is reviewed and analyzed. The direction of system innovation in the new normal has further defined, and some system demands to the core problems are stated, including the system and mechanism reform, economic adjustment means, capacity building. It can provide a decision-making reference for further implementing and promoting of the strictest water resources management system.
