| 摘 要： | 实施全民教育，推进教育权利平等，是当前中国教育改革的一个重要目标。然而，城市流动人口子女与同龄城市儿童相比，受教育的权利是不平等的。因此，全社会都应对他们的教育问题给予高度的关心和重视。
