| 摘 要： | 公益诉讼日益成为我国的司法现实，也变为法学理论界和司法实务界争执的热门话题。庸置疑，建立公益诉讼制度有着极其重要的现实意义。针对当前启动公益诉讼程序存在的困境与障碍，从三个方面提出建立我国公益诉讼制度的构想。

The paper aims at the diffculties and obstacles in startup of Commonweal lawsuits System and tries to suggest the structures of Commonweal Lawsuit System in our country in three aspects. |
