| 摘 要： | 不断升温加压的招商引资,在现阶段属于地方政府职责范围内面对生产要素流动的一种管理活动。地方政府在招商职能定位上、招商角色把握上、招商路径选择上、招商对象聚集上,必须处理好"主体"与"主导"、"换岗"与"换脑"、"赔本"与"赚钱"、"外引"与"内育"的关系。
