高校要确立全面科学的发展观

确立什么样的发展观，是高等学校面临的首要问题。根据临沂师范学院的办学实践和理论探讨，科学的发展观应该包含如下内容：以保证质量为前提，坚持扩大外延求发展；以教书育人为主导，坚持完善高校功能求发展；以正确方向为保证，坚持全面育人求发展；以体制创新为动力，坚持可持续发展。

Institutions of Higher Learning Must Establish Modes of Thought of Overall Scientific Development

Under the rapid popularization of higher education in China, the most important task of institutions of higher learning is the development. What development modes of thought should be established has become the first problem the institutions of higher learning are facing. According to running practice and theoretical studies, scientific development modes of thought should include: regarding guarantee of quality as prerequisite, persist in developing the extension to get development; regarding teaching and fostering people as the guidance, insist on perfecting the function to get development; taking the right orientation as the guarantee, stick to overall educating people to get development; taking system renovation as the motivation, persevere in sustained development.
