| 摘 要： | 在计划经济时期,市管县体制起了一定积极作用,它推动了城市一体化,促进了区域经济的发展,但随着市场经济体制的确立,该体制已逐步成为我国经济社会发展的桎枯,严重阻碍了县域经济的发展。行政效率的提高,面对市管县体制日益暴露的弊端,改革市管县体制已变得势在必行。
