| Abstract: | Characteristics of the colleges,namely,quasi-autonomous status,vague goals,loosely-coupled structure and multiple power structures,will have an adverse effect on making their strategic planning.With the organizational characteristics being fully considered,making and implementing strategic planning is an efficient way to propel the sustainable and sound development of colleges. |
