| 摘 要： | 高等教育的产品属性是生成高等教育公平与效率关系以及政府与市场进行资源配置的逻辑起点。准公共品属性是高等教育的实质属性,这根本地决定和要求了高等教育必须坚持公平与效率的健康统一,片面强调或袒护任何一方,都会导致对这种准公共品属性的误解或扭曲。坚持和张扬高等教育的这种实质属性,就必须充分发挥政府和市场各自在资源配置与调控方面的优势和积极作用,共同促成和保障高等教育公平与效率的实现。
