摘    要:近几年来,各高等学校在各方面积极推进人事制度改革,但改革进程与各项事业的发展仍存在着不适,这制约着高校的发展。为此,必须继续深化人事制度改革,以科学发展观为指导,积极推进全员聘用制,健全激励机制,改革校内分配制度,完善评价机制。坚持走规模、结构、质量、效益统一的发展之路,从而促进高等教育持续发展。

Abstract:In recent years,every college or university has been promoting the reform of personnel system in all aspects,but the reform process is not so harmonious with the related causes,which limits the development of colleges and universities.Therefore,it needs to continuously strengthen the personnel system reform,which should be guided by the scientific development concept,promote the all-staff employment system,improve the rewards system,the school-in distribution system and perfect the evaluation system.In order to promote the sustainable development of colleges and universities,the agreement between the scale,structure,quality and efficiency should be insisted on.
