| 摘 要： | 江苏省的“大跃进”运动，到1960年底已经陷入困境，急需进行根本性的政策调整。中共中央“十二条”的出台，引发了中共江苏省委三届十三次会议的召开。由于省委主要领导思想清醒、方向明确，会议充分发扬民主，彻底揭发了“大跃进”的“左”倾错误，开始了政策调整的进程，成为江苏省“大跃进”运动的重要转折．这次会议无论在江苏党的历史上，还是在全党的历史上都具有重要的历史价值．
