| 摘 要： | 抗日战争时期谢觉哉的议会制度思想主要包括三个方面的内容：一、民主、公正的代表选举原则；二、参议会要成为真正的决策机关；三、密切联系群众的代表工作制度。谢觉哉议会制度思想不仅为边区民主建设提供了重要的理论指导，丰富了中国共产党的民主建设理论，而且对我们今天的人民代表大会制度建设也有着重要的借鉴意义。

| Abstract: | Xie Juezai's thoughts of parliamentarism in Anti-Japanese war mainly include as follows: firstly,the democratic and fair principle of electing representatives;secondly,the parliament being a true policy-making department;thirdly,work system that the representatives maintain close ties with the masses.Xie Juezai's thoughts of parliamentary not only provide important theoretic direction for democracy construction in border area during the Anti-Japanese-war and enrich the democracy constuction theory of Chinese Communist Party,but also can be used as reference for the construction of the People's Congress System in China. |
