欧洲信息能力发展行动综述

信息能力概念是20世纪70年代随着信息技术的崛起而出现的。它发展至今，已经成为21世纪最关键的能力之一。随着世界进入信息化社会，信息能力的大小将成为决定一个国家生产力、综合国力乃至国际竞争力高低的关键因素。各国政府逐步开始把信息能力与经济进步、社会发展和国家安全放在一起通盘考虑，并且采取许多具体可行的行动措施。本文介绍欧洲的信息能力发展情况，并提供欧洲信息能力发展有关机构与组织、行动计划和会议的一些实例的综述。

A Review of Information Literacy Initiatives in Europe

The idea of information literacy,emergoing with the advent of information technologies in the early 1970s,has grown,taken shape and strengthened to become recognized as the critical literacy for the twenty-first century.The concept of information literacy has also permeated strategic thinking in many countries and there have been significant initiatives in these countries.This paper examines the developments in information literacy in Europe and provides an overview of the development of European information literacy.Some research initiatives are also introduced.Some examples of information literacy initiatives in schools and the higher education sector,as well as of institutions and organizations,projects and conferences concerned with information literacy,are given.The overview is based on literature reviews and personal observations and presents a review.
