赫德与中国海关关系新探

对在旧中国海关任职达45年之久的洋总税务司赫德如何评价，是我国经济史海关史领域亟待深入研究的一个问题，这不仅关系到对中国海关发展的认识，而且也关系到借鉴历史经验，构筑我国新型的现代海关制度的大目标，我们应当以历史唯物主义的观点，全面正确评价在中国近代推动洋务运动的赫德与中国海关的关系。

Robert Hart's Relation with China Customs in Modern Times

The issue of how to evaluate Robert Hart, an Englishman who had worked as the Inspector General of Customs in modern China for almost 45 years, proves worthy of further probing in the field of research on both the history of China' s economy and the history of China Customs. Not only does it relate to our understanding of development in China Customs, but also to our present strategic goal to restructure China' s Modem Customs Administrative System of a New concept that is fully based upon historic experience we can use for our reference and that is to adapt ourselves to the globalization of world economy. Hence, being supported by the perspectives of historical materialism, we have to make a comprehensive comments on Robert Hart who used to play an active role in promoting the emergence and the evolution of the so - named Westernization Movement in modem China and also in his relation with China Customs authorities in modem times.
