| 摘 要： | 现代远程教育是在信息技术革命基础上产生的新的教育形式，而一定的组织系统网络仍然是目前运作现代远程教育不可缺少的环境要素。一个以覆盖全省的云南电大系统办学网络(人网)为基础，以与计算机网络对接的数字卫星接收系统网络(天网)为重点，以云南电大省校为中心、各市(州)电大分校为支撑点的，与CERNET和Internet连通的计算机网络系统(地网)为补充，三网结合营造了一个覆盖全省城乡进行现代远程开放教育的必需的、适宜的基本教学环境，使云南电大的现代远程教育得到了健康、有序的发展。
