| 摘 要： | 提出了宏观、中观与微观学术评价的概念，分析了宏观与微观学术评价的适用范围，及其在现实中的关系错位。认为适用于宏观评价的数量统计方法被不恰当地应用于微观评价，这是形成量化考核泛滥、学术浮躁化现象的重要原因。研究结论提出应以科学发展观为指导，正确区分宏观与微观评价在学术评价体系中的不同职能，构建以质量、效益为导向的学术评价体系，这是解决当前学术浮躁问题，实现学术全面、协调、可持续发展的根本途径。

| Abstract: | Basing on the concepts of macro and micro level evaluation of scientific research which are firstly posed in this paper, the confines and malformed relationship of macro and micro level evaluation of scientific research are analyzed. It is believed that the misusing of quantitative performance assessment in the micro level evaluation of scientific research leads to abnormal consequences in the current scientific community, As conclusion, the difference of macro and micro level evaluation should be recognized to reach a quality - oriented research evaluation system following the Scientific Concept of Development, |
