绥远地区解决“旗县并存、蒙汉分治”问题初探

原绥远地区“旗县并存、蒙汉分治”特殊政权制度的产生和发展是清朝、北洋军阀及国民党政府推行民族压迫政策的产物。这个政权制度的存在不仅加重了对当地蒙古族人民的剥削和压迫，而且严重地影响了蒙汉族人民的团结。建国后，中共绥远省委和省人民政府认真贯彻党的民族政策，在各种条件成熟的基础上提出了解决这一问题的正确方针。随后经过认真细致的工作，终于妥善解决了这一重大历史遗留问题，从而加强了民族团结，促进了当地各项建设事业的发展。

Solution to the Problem of "Coexistence of Banner and County,and Respective Governmence of the Mongols and the Han"in Suiyuan Region

he special political power system-the coexistence of banner and county,and the respective governmence of the Mongolian and the Han nationalities in the fommer Suiyuan region-is the product of the policy of national oppression carried out by the Qing dynasty,the Northern Warlords and the Guomindang government.This power system not only intensified the oppression and exploitation of the local Mongols,but harmed the unity between the Mongols and the Han as well.For this reason,after the founding of the New China,The Suiyuan Committee of the Chinese Communist Party and the people's Government of the provence earnestly carried out the Party's policy toward national minorities and, when there was every requisite, advanced the solusion to the problem. In the following years through careful work this important historical matter was finally solved,thus strengthening the unity of the local nationalities and the development of the construction.
