公民权视域下的高校贫困生受教育权问题与社会团结

摘    要:现代国家公民对稀缺资源的竞争向社会团结提出了挑战。其中,高等教育资源的稀缺与公民对高等教育资源的竞争(公民权要求)构成了深刻的紧张关系。我国高校收费制度的改革引发贫困人群因无力支付学费而无法分享国家教育资源的社会排斥问题。因此,需要通过一系列救济机制对高校贫困生进行资助,保障作为公民权的受教育权,以化解高校收费制度与贫困生受教育权之间的冲突,促进教育公平与社会团结的实现。

Abstract:Modern citizens of competition for scarce resources has posed a challenge to social solidarity.. Higher education resource scarcity and citizens of higher education resources competition (citizenship claim) constitute a profound tension. The reform of the tuition and fee systems in the higher learning institutions has led to the social exclusion that the needy groups due to their inability to pay school fees and can not share the national educational resources.Therefore,through a series of relief mechanism to finance the needy undergraduates ,and protect their the right to receive education as citizenship ,in order to defuse the conflict between the tuition and fee systems in the higher learning institutions and the right to education for the needy undergraduates, and promote the realization of the educational equity and social solidarity.
